Fresh 48re Wants to take off in Third

Put a fresh 48re in a truck, initially shifted through all the gears perfect then didn't want to start in first. Checked over pressures and it was staying high. Installed another new governor solenoid and transducer. Truck will start in third romp the throttle a little and it will down shift into first then it will take off and shift out like it should. Tv cable adjusted to full pull at full throttle. Governor pressures are in check now. What else to look at?
 
Forward Clutch Drum Belleville spring is inverted more than likely..
 
Nevermind I see where you say it will downshift and shift fine eventually.
 
Try tightening the tv a little more, so that's its pulling on the arm some at idle position

Also sounds like it could be putting the truck into limp mode from too much pressure. I've seen a 2nd gen do something similar. Could wire in a resister like some kits had you do in the old days. Just a thought
