governor arm question

when i pull the afc housing off and look down in at the plate and move my throttle linkage the governor arm never hits the plate. It moves forward some but not enough to touch the plate. It is a zero plate full foward. Should this be correct or is there a problem there? It seems to me like it should be going all the way up and hitting the plate

You need to pull the little arm up on the side of the pump that the shutoff soleniod attaches to. Then it should work like you want it...
