Engine speed sensor, or most call it a crank sensor, but all it is doing is pciking up a tach signal... to let the pcm know the engine is running etc.
 
I would check to see if you have 5Volts at the crank sensor(ESS?) If you have a shorted wire it will pull the 5V down.
 
Finally got the truck to the house to look at. Going to dive in this afternoon. Identical symptoms as the OP. No gauges and flashing odo. Is there a way to test the crank sensor, like ohms across the terminals or? Will start with possible chaffed wires and go from there.
