Idle problem, possibly GSK

Alright so I swapped pumps because my original needed rebuilt because it was causing a miss. I used a 190hp pump from a bus and performed the washer mod while it was out. well i got it in the truck and i can get it to start. but it starts revving up on its own with out pedal. no matter where i set the low idle screw i cant get it to idle. it just starts taking off and i cant get it to idle. so my question is do i need to tighten or loosen the the governor springs?
 
That's what I thought. When I measured stud protrusion when I got the pump it was about .14x and I set it at about .05 with the washer at it was a b**** to get them to that with the washer mod.....
