launching at 4500?

Getting ready to build my motor and wondering what I should do to make it reliable. Would like to come out of the hole at 4500rpm wonder about valve springs, push rods, motor balanced, any suggestions?
 
What about engine dampeners? Ive seen somewhere that the stocker shouldnt be turned past 4k. Idk if that's a must or not..
 
I was thinking about having the motor balanced, cam, ati dampener, 110# springs and push rods, and studs. Just wondering if there is anything else I should think about?
