leaf spring locator?

working on a local guys truck, taking the lift off and not sure what locates the spring to the axle. there's two bolts that run up throug the spring pack with the heads sticking out the bottom with a hole in between and pockets on the axle, but they don't fit tight into anything. is there a dowel that's supposed to go in the hole between bolts?

They have a factory spacer/block between the springs and axle. Is this part there?
