new 64/s480 twins black smoke and only 22psi NOT DRIVABLE

I just installed lloyd mills old 64-71-14 and s480 w a tial blow off valve, just had both turbos rebuilt. Im running a wicked stg3 cp3, smarty, arp studs, and 90hp ddp's.
Test drives so far are like huge smoke shows, I can only get 22lbs of boost. Ive tried adjusting wastegate and blowoff valve regulator, but cannot seem to make a huge difference. Any ideas, need to be towing early friday morning! :doh:

Sounds like your only using the bottom charger. Is it laggy?
