Non clipped water pump fins = blown headgasket?

think the electric pump would be the way to go...but is there a reason cummins went with a postive displacement over another style?
 
I have a question. My fins are clipped on my water pump, should I buy a new one? I don't like the feeling of those fins being clipped. (I bought it like this)
