Not shifting at W.O.T. 48RE

Truck not shifting out of 3rd. Had problems before with studdering at light trottle in to second. Put a ts shift enhancer 9 million on. seem to take care of all the overshifting that it does, but at WOT stalls out and hits rev lim. at what i'm guessing third running to fast to be in second. Needing some suggestions on what it might be. Thought about taking Vavle body out and cleaning it could a clyinoid be bad? Maybe one day dodge might come out with a half way descent tranny.

Give the valve body a good cleaning and change the governor pressure solenoid and governor pressure sensor. Just a guess for me, maybe some of the more experienced trans people will let you know.
