Odd Limiter

Hey guys. I got a Fummins here that I put a Common Rail in. It's an 03-04 ECU and it has a wierd RPM limiter every time you start the truck. The ECU will not let the truck rev past 2000 rpm until the speed of the truck exceeds 20mph. It does that once and then it's fine everytime you slow down and come to a stop afterwards. It will do it again as soon as you turn the key off and re-start the truck. The guys at Ford-Cummins don't know what it is and Rip at Smarty isn't sure either. This truck has done this right from day one of the swap but has only started to annoy the owner since it makes it damn near impossible for him to try sled pulling lol. Any ideas would be appreciated. Cummins ECU is not controlling shifting. It is an Automatic ECU though. I'll look into that. Thanks.

The ecm needs to be flashed for a manual trans. We do this everyday.
