Painting and cleaning under....

I have surface rust on some spots of the leaf springs and other little areas. What should I use to clean off the rust and what black paint should I use. Is it a semi gloss or flat?

My gut feeling says this product in aerosol form.

Mooring Product,
I used Chassis Saver Paint by PPG.
I brushed it on after I cleaned of any big rust chips.
It has held up for 3 years so far.
