To go smaller or bigger?

To my understanding it all depends on the size of the image upon uploading it to photo bucket or whatever site you use to upload
 
Okay I messed around a bit on photo bucket.

If you click on the image you want to upload where the links are there for you to share, there will be a edit button. After that there is a resize button that you can click on and resize the image.

All I get when I click edit is a option to rename the photo. Maybe I can't resize because I'm on the app?
