Change the injecters back and see what happens if nothing changes I say your governor springs are the problem are you sure you got all the shims out?
 
Yes yes yes finally i got it fixed. I decide to try change turbo one more time before i change injectors. So i had a good turbo hx35 off of 1997 dodge i put that thing in and bingo, this truck transfers in to a monster i hit 40psi like piece of cake. Now i need to get wastgate fix before i blow the turbo up. Thank you all for your support and help this forum is the best. I was feeling it needs more boost, but i never knew that this truck will wake up that much. I love 12v cummins.
