Reving up at shutdown

Cummis 6.7 is reving up at shutdown. any idea what it could it be. it started when I changed the rail for a T&C rail.

could it be the pressure relief valve ? It is a 31k. so not sure what could it be. I always had the truck plugged.

Are you meaning when you lift off the throttle, or when you turn of the key?

Turn off the key.

My truck just started doing this after installing my injectors, dual cp3 kit, and fish controller. I sort of figured it was a glitch in the cp3 controller. But now I wonder what else it could be.
