It sat on the floorboard inside of a truck one winter so it has some light surface rust on the exterior of the cast portions. Inside gears are clean and turn freely by hand. I wiped most of the surface rust off with a rag, I can text a pic.

No it doesn't, just has the spicer markings. Comes with the straps and bolts.
