still having surging issues

My 03 has had surging issues since turbo injectors and cp3 were added. At acceleration, cruising rpms and light throttle situations. Rail pressure gauge surges then fuel pressure gauges does. Ordered brand new injectors from exergy, dual cp3 kit. Have changed regulators and hooked up the modis and found nothing. I'm at a loss. Any ideas fellas?
 
I know when I was having surging issues changing my smarty program made it go away.
 
has anybody tried switching to early 04 pcm or ecm to fix this problem? or am i out on an island?
