stock 98.5 won't lite till 2K rpm

It's been an on going problem since day one with this truck. Started out with an HX40 with an 18cm housing, then to a stock hx35, now a stock early 04 CR turbo. No matter which turbo i have on it, it will not lite till around 2-2100rpm. It will strugle to make 10psi with very little power from idle to 2000, then once it lites it will make 30psi like nothing is wrong. I've done boost leak checks, exhaust leak checks, adjusted valves, changed map sensors, welded the waste gate shut, un hooked all electronic connections and cleaned them. Had a Snapon Scan tool hooked up to it while driving and showed all electronics and sensors working at thier propper specs. Shows no codes at all. Truck runs as smooth as could be with no miss at all. No white smoke. Absolutly no signs of why it would be acting this way. I'm fresh out of ideas. Any one else want a crack at it?

it has a junk quad adr. that don't work. i've un hooked it and still no change
