Towing question

Would gov springs be to tight or loose? When towing having an issue with the rpms surge while accelerating from gear to gear till I get into 6th gear(od). Makes the truck start to jump and it very hard to control because more it starts to jump harder it is to keep pedal still. Haven't tried adjust gov springs yet, and can't think of what else it could be.
 
If it's reving faster then the throttle input with your foot then they are probably to tight, are the stock or have you been in to them?
 
Do you have all the springs on the throttle linkage? If you have a '97 pump there are these.

How does your throttle cable look? That was why truck used to jump
