i searched around and couldnt find the answer, as I am trying to sort out the best way to build a fuel system.

fuel goes into the vp44, does it flow directly into the rotor, make its way through the pump and out the return,

or does it first fill a cavity that stays under pressure and overflows out of the return port (like a p-pump), while feeding the rotor inside the pump at the same time?

Yes and no, there is an internal pump in the VP that pushes the fuel through the pump.

Give it a constant 15PSI of fuel with plenty of volume and they are happy.
