Weird electrical issues

Recently had the transmission done in my 06. Pretty built works fine, but, yesterday and today I got a CEL and "overdrive solenoid circuit voltage too low" sticking the truck in limp mode. This has happened a couple times but never went into limp mode just clear code and it goes away. Now the code comes right back MOST of the time. Left work it was not on. Also, the range sensor will flicker in D, sometimes not show D or neutral at all, sometimes not show park. And the tech has not worked for years, but the speedometer sometimes jumps down while driving or accelerating.

Looking at the voltage while running the truck its charging to 15-16 volts. Now I'm wondering if I have PCM issues causing this. Sometimes the truck will randomly cut off power for a second whole accelerating too. Not like a fueling issue but electronic, trans shifts weird sometimes too. It has fairly new batteries and a fairly new alt, as I understand PCM controls voltage. Taking back to trans shop Monday so they can check the solenoid pack, but now I feel like it's a PCM issue.
 
Always, always check and clean wiring grounds before condemning anything.
