having serious pump issues

But if both valves are closed and the piston is at the top if it's stroke with the injector out wouldn't it be TDC of 1 cylinder?

put it to the same spot you have been using as TDC, now slowly rotate the engine. Which valve starts to move first?? This will answer your question.
 
Ok so I got the engine this time to rev to 2100 rpm by laying it to the floor before if you Layed into it it would fall on its face now you lay into it and it revs up but breaks up at 2100 and won't go higher. Still timing?
