It is your Heater core. I just had this issue with my 24v. I put cardbord in front of the radiator and the eng just got hot. still frozen in the cab
I replaced the heater core (which all the passageways were plugged on the inside) now i can stay nice and toasty even at -18 Deg. and 80MPH.
It took me 3 hours to do. not too bad but not fun by any means
